Insulation subsidy a hard sell

The Government's $18 million, two-year Healthy Homes programme for insulating the country's housing appears to be a hard sell. Fewer than 4,000 homes have been insulated under the scheme; it was hoped more than 20,000 cold, damp homes would be made warm and dry.
